ACCIONA to transform former Legazpi market into citizens’ services centre

Madrid City Council has awarded ACCIONA Construction the project to refurbish the former Legazpi fruit and vegetable market and the surrounding area.

The aim is to transform the former wholesale market (the predecessor of the current Mercamadrid market until the early 1980s), into a citizens’ services centre, which will include office space for administrative uses and a series of facilities for the residents of this neighbourhood, such as a library, spaces for growing vegetables and an underground car park

The project has a budget of €42.2 million and is expected to take just over 22 months to complete.

The former market, located in the middle of the Arganzuela neighbourhood, is listed in the Catalogue of Protected Buildings of the General Plan and is protected by the regulations on the Environment of the Historical Centre of the City of Madrid. This protection is due to the market’s historical significance and the remodelling work must maintain the structural layout of the complex, which is triangular in shape with its base against the River Manzanares and its apex at Plaza de Legazpi.

The project will have a total built area of 55,015 m2, of which 44,605 m2 will be above ground, and 15,553 m2 of hard landscaping, both internal and external.

Some 78,000 m3 of earth will be excavated during the works to rehabilitate the site and 6,145 m2 of screen wall will be constructed. Some 1,419,100 kg of steel will also be used.

ACCIONA will work on three different areas – refurbishment of the former market to re-purpose the existing building, designed in the 1930s by architect Francisco Javier Ferrero Llusiá, to convert it into a new space for administrative uses and as public service offices (to be occupied by the Spanish tax agency and a lost property office, among others); construction of a new underground structure in the central enclosure, which will house 169 parking spaces, the general installations and a multi-purpose hall; and the hard landscaping of the adjoining areas. 

The project will be carried out under strict sustainability criteria and the design has been awarded an “A” energy rating, the highest level given to the most energy efficient buildings.
